On 1 December 2024, the first seminar on ‘Construction of Main Channels of Administrative Review and High-quality Development’ was held at the Conference Centre of the National People's Congress (NPC) in Beijing. The conference was hosted by the Administrative Review Committee of the Administrative Law Research Society of the China Law Society and organised by China University of Political Science and Law and Heilongjiang University. More than 160 experts, scholars and practitioners from all over the country attended the meeting. Professor Meng Hongzhi and other teachers and students were invited to participate in the meeting.
This meeting focuses on ‘the connotation of high quality and efficiency of administrative reconsideration and evaluation criteria’ ‘administrative reconsideration mediation and conciliation and hearing mechanism’ ‘administrative reconsideration decision and its application’. ‘The standardisation and high quality of administrative reconsideration documents’ and other thematic units were discussed. Professor Zhou Youyong, a member of the Social Construction Committee of the National People's Congress, presided over the first module. Professor Meng Hongzhi served as a discussant in the third unit of the thematic seminar ‘administrative reconsideration decision and its application’, focusing on ‘main channel’, ‘mediation’, ‘change’ and ‘procedure’. Around the ‘main channel’, ‘mediation’, ‘change’, ‘procedure’ four key words to express insights. Lu Yuantong, a 2023 master's student of Southeast University, won the second and third prizes for his paper ‘Systematic Change and Responsive Construction of Administrative Review and Mediation System’, and Wang Sirui, a 2024 doctoral student of Southeast University, won the second and third prizes for his paper ‘Methodological Paradigm of Mediation Mechanism of Administrative Review under the Principle of Legitimacy: Focusing on Behavioural Choice’ respectively.
Professor Meng Hongzhi's speech and the award-winning papers of our students were unanimously praised by the participants, which demonstrated the academic strength and research level of Southeast University School of Law in the field of administrative reconsideration, and enhanced the visibility and influence of Southeast University School of Law in the academic community.
